President Trump signed an executive order last week giving the agencies 90 days to combine their two offices into one.

"We know that there's about a $60 billion budget in DHA that needs to be managed by a cadre of skilled and certified financial managers," said Rich Brady.

"I think they feel like, at least right now, that with three weeks to go that they are essentially on track for that July 4th deadline," said Mitchell Miller.
