If you cannot sign in then you can create a Local Administrator Account on Windows 11/10 using utilman.exe Command line tool.

The safer and more reliable method is to make a new user account. To create a new account in Windows 10, go to Settings > Accounts > Family & other users > Add someone else to this PC.
