Hollywood executives scrambled Monday to interpret President Trump’s call for stiff tariffs on movies produced outside the U.S. — a bombshell proposal that would upend how movies have been made for years.

The Berman Amendment protects the free flow of information across borders, but it's only been applied to sanctions and embargoes.

Trump posted on social media May 4 that he was "authorizing the Department of Commerce, and the United States Trade Representative, to immediately begin the process of instituting a 100% Tariff on any and all Movies coming into our Country that are produced in Foreign Lands.
